Housing Opportunities for Persons with AIDS
The vision of the Cempa Community Care’s HOPWA Program is to increase housing stability and improve the quality of life for individuals and their families and uphold Cempa’s Core Mission: To champion healthy communities by providing affordable, compassionate, and high-quality care through advancing comprehensive support services and person-centered best practices.

Establish or better maintain a stable living environment.

Improve access to HIV treatment and other healthcare support.

Reduce the risk of homelessness among people living with HIV/AIDS and their families.
The Cempa Community Care HOPWA Program provides the following services to qualified individuals:

Short‐Term Rent, Mortgage, and Utility assistance (STRMU)

Tenant‐Based Rental Assistance (TBRA)

Permanent Housing Placement (PHP)
-
Short‐term supported housing facilities (Transitional Housing)

Resource Identification Services
-
Housing Information Services (HIS)
-
Housing Case Management
-
Other Supportive Services including, but not limited to, nutritional services, transportation services, mental health, alcohol and drug treatment ; and assistance in gaining access to local, state, and federal government benefits and services.
Prior to any HOPWA services being provided there are basic criteria needed to qualify:

Household must have at least one person who has HIV (Human Immunodeficiency Virus) or AIDS (Acquired Immunodeficiency Syndrome). (This includes households where the only qualified person is a minor)

Total household gross income must be less than 80% Area Median Income (AMI) guidelines as defined by HUD.

Household must reside or planning to reside within our 11 county Southeast Region (Bledsoe, Bradley, Franklin, Grundy, Hamilton, McMinn, Marion, Meigs, Polk, Rhea, Sequatchie)
